Chapter 1: General Provisions

Article 1 (Purpose)

The purpose of these terms and conditions is to define the conditions and procedures for the use of all services (hereinafter referred to as “Services”) provided by Solvplan operated Solvplan.com (hereinafter referred to as “the Site”), and to stipulate the rights, obligations, responsibilities, and other necessary matters between the Site and users.

Article 2 (Effectiveness and Changes of the Terms)

  1. The Site provides services to users on the condition that they agree to these terms and conditions. The services provided by the Site and the actions of users using the services will be primarily governed by these terms and conditions.
  2. The Site may change these terms and conditions without prior notice. The amended terms and conditions will be notified on the Site, and users will be able to verify them directly. If a user does not agree with the changed terms, they may cancel their membership registration (withdraw membership). Continued use of the Site implies tacit agreement to the changes. The amended terms and conditions become effective immediately upon notification.

Article 3 (Supplementary Rules)

Matters not specified in these terms and conditions shall be governed by the Basic Telecommunications Act, Telecommunications Business Act, the Regulations of the Information and Communication Ethics Committee, the Code of Ethics for Information and Communication, the Copyright Act, and other related laws and regulations.

Article 4 (Definitions)

The definitions of terms used in these terms and conditions are as follows:

  1. User: Anyone who receives services provided by the Site according to these terms and conditions.
  2. Member: A person who provides personal information to the Site and registers as a member, who can use the information and services provided by the Site.
  3. ID: A unique code issued upon member registration to verify the member’s identity.
  4. Password: A combination of characters, numbers, and special characters used to verify the identity of the member associated with an ID.
  5. Registration: The act of completing the service use contract by filling in the required information on the application form provided during member registration and agreeing to these terms and conditions.
  6. Withdrawal: The act of a member terminating the service use contract.
  7. Terms not defined in these terms and conditions shall be defined in the separate terms and conditions and usage regulations for individual services.

Chapter 2: Provision and Use of Services

Article 5 (Formation of Use Contract)

  1. The use contract is established when a user completes the online registration process by filling out the use contract application form provided by the Site.
  2. The Site may cancel the registration in the following cases:
    • When the application is made using someone else’s name.
    • When the content of the use contract application form is falsely stated or applied.
    • When the application is made for the purpose of disturbing social order or good morals.
    • When the user interferes with other people’s use of the Site’s services or uses their information.
    • When the user engages in activities prohibited by laws or these terms and conditions.
    • When the Site’s requirements for use application are insufficient.
  3. The Site may defer the establishment of the use contract in the following cases until the reason is resolved:
    • When there is insufficient capacity related to the service.
    • When there are technical difficulties.
  4. Services provided by the Site refer to all services developed by itself or provided through consultations with other institutions. Changes in the content of these services will be notified to users and provided after such notification.

Article 6 (Consent to Use of Member Information)

  1. Members’ personal information is protected by the Personal Information Protection Act and the individual site’s privacy policy.
  2. Member information on the Site is collected, used, managed, and protected as follows:
    • Collection of personal information: The Site collects information provided by members during registration.
    • Use of personal information: The Site does not disclose or distribute collected member information to third parties without the member’s consent, except when required by law, requested by national institutions for investigation purposes, or requested by the Broadcasting Communications Review Committee.
    • Management of personal information: Members can modify/delete their personal information anytime through the personal information management service. Unnecessary parts of received information can also be changed/adjusted.
    • Protection of personal information: Only members can view/modify/delete their personal information, which is managed by their ID and password. Members should not disclose their ID and password to others, should log out after use, and close the web browser window in public places to protect their information.

Article 7 (Member Information Security)

  1. From the moment a user completes the Site’s service registration process, they are responsible for maintaining the confidentiality of the information they have entered. Members are responsible for any consequences arising from providing their ID and password to others.
  2. Members are responsible for not disclosing their ID and password to others. If a member’s ID or password is used improperly, they must immediately report it to the Site. Failure to report is the member’s responsibility.
  3. Members must log out correctly each time they finish using the Site’s service. The Site is not responsible for any damage or loss resulting from third-party use of information due to incorrect log out.

Article 8 (Service Use Hours)

  1. The service use hours are 24 hours a day, year-round, except for any special issues in the Site’s business or technology.
  2. The hours mentioned in paragraph 1 may be exempted due to regular inspections or unforeseen incidents.

Article 9 (Service Interruption and Information Storage and Use)

  1. The Site is not responsible for the loss or failure to store or transmit messages or other communication data due to national emergencies, power outages, service facility failures beyond the Site’s control, or other force majeure.
  2. If the Site needs to temporarily suspend services due to difficulties in providing normal services, it can suspend services after a one-week notice. The Site is not responsible for users not being aware of such notice. In unavoidable circumstances, the pre-notification period may be reduced or omitted.
  3. If the Site permanently discontinues services for its own reasons, it will follow paragraph 2, with a pre-notification period of one month.
  4. The Site may temporarily modify, change, or discontinue services after prior notice, without any liability to users or third parties.
  5. The Site may restrict or suspend the use of services if a user violates these terms and conditions. In this case, the Site can prohibit the user’s access.
  6. If a user is inactive for an extended period, the Site may stop the service after a one-week notice through email or announcement.

Article 10 (Service Change and Termination)

  1. The Site is not responsible for any damage resulting from the information obtained by users through the services, nor for the reliability, accuracy, etc., of the information posted by members.
  2. The Site is not responsible for damages incurred by members due to intentional or negligent behavior by members.
  3. Members who wish to withdraw can terminate their membership through the Site’s login and withdrawal procedure, which also simultaneously terminates their access to all related statistics information services.

Article 11 (Information Provision and Advertisement Posting)

  1. The Site can provide various information to members by posting it on the site.
  2. The Site can post promotional materials deemed appropriate or potentially useful.

Article 12 (Copyright of Posted Content)

  1. The rights to the content posted by users belong to the users.
  2. The Site reserves the right to edit or move posted content without prior notice and can delete it without prior notice in the following cases:
    • If it violates these terms and conditions, is commercial, illegal, obscene, or vulgar.
    • If it defames or slanders other users or third parties.
    • If it violates public order and morals.
    • If it is related to criminal acts.
    • If it infringes the copyrights or other rights of third parties.
    • If it violates other relevant laws.
  3. Users are fully responsible for any civil or criminal liability arising from their posted content infringing on the copyrights of others.

Article 13 (User Conduct and Service Use Restrictions)

  1. If the information provided by the user is found to be false or there is a reasonable suspicion, the Site may restrict or suspend the user’s service use, and the Site is not responsible for any disadvantages resulting from this.
  2. Users are responsible for all information posted, transmitted, or obtained through the Site’s services. The Site is not responsible for any of these forms of information.
  3. The Site does not guarantee the accuracy, completeness, or quality of services provided by users or other related institutions.
  4. Users agree not to engage in the following behaviors through the service:
    • Using another user’s ID and password.
    • Posting, transmitting, or sharing obscene, defamatory, threatening, or privacy-infringing content.
    • Disguising the source of the content transmitted through the service.
    • Posting, transmitting, or sharing content that users do not have the right to use under law or contract.
    • Infringing on the intellectual property rights of others.
    • Posting unauthorized advertisements, promotional materials, junk mail, spam, chain letters, pyramid schemes, or any other solicitation.
    • Collecting or storing other users’ personal information.
  5. The Site may delete all information related to the service if it determines that a user has violated these terms.
  6. Users who face service restrictions due to the regulations in paragraph 1 may appeal, but the Site is not responsible for deleted user data.
  7. The Site may defer service restrictions until the verification of the objection in paragraph 6 is complete.

Chapter 3: Obligations and Responsibilities

Article 14 (Obligations of the Site)

  1. The Site must not engage in activities prohibited by laws or these terms and conditions and should strive to provide continuous and stable services.
  2. The Site shall not disclose or distribute member information to third parties without consent, except in cases stipulated by laws or these terms and conditions.
  3. The Site should operate a security system to protect user information and secure safe service use.
  4. The Site should promptly handle opinions or complaints from users regarding service use. If prompt handling is difficult, the reason and processing schedule should be provided to the user.

Article 15 (Obligations of Members)

  1. Members must comply with relevant laws, the provisions of these terms and conditions, service usage instructions, and precautions, and must not interfere with the Site’s operations.
  2. Members must not engage in business activities using the service without prior consent from the Site. The Site is not responsible for the results of business activities conducted without prior consent and may claim damages from the member for such activities.
  3. Members must not transfer or gift their membership status and rights to others without the explicit consent of the Site, and must not provide it as collateral.
  4. Members must not engage in the following actions when using the service:
    • Misusing other members’ IDs.
    • Reproducing information obtained from the service for purposes other than member use or without the Site’s prior consent.
    • Infringing the rights of others, such as by posting obscene or defamatory content.
    • Engaging in criminal acts or actions related to criminal activities.
    • Violating other relevant laws.

Article 16 (Prohibition of Transfer)

The member’s right to use the service or any other contractual position cannot be transferred, gifted, or provided as collateral to others without the Site’s explicit consent.

Article 17 (Compensation for Damages)

  1. The Site is not responsible for any damages to members in connection with the use of free services, except in cases of intentional misconduct.
  2. If a member causes damage to the Site due to intentional misconduct or serious negligence, the member must compensate the Site for the damage.

Article 18 (Exemption)

  1. The Site is exempt from responsibility for providing services if it cannot due to natural disasters, wars, or other force majeure events.
  2. The Site is not responsible for service interruptions due to reasons attributable to the user.
  3. The Site is not responsible for the reliability, accuracy, etc., of the information, data, and facts posted by users on the Site.
  4. The Site is not responsible for any damages resulting from user transactions, such as purchases, using the service.
  5. The Site is not responsible for any disputes between users or between users and third parties resulting from the service.

Article 19 (Jurisdiction and Governing Law)

  1. If a lawsuit is filed regarding a dispute between the Site and a user, the court having jurisdiction over the Site’s headquarters shall be the competent court.
  2. The applicable laws for disputes between the Site and users shall be the laws of the Republic of Korea.

Article 20 (Additional Provisions)

  1. Matters not specified in these terms and conditions will follow related laws and regulations.
  2. If parts of these terms and conditions are invalid or unenforceable, the remaining provisions will continue to be valid and enforceable.

These terms and conditions are effective as of June, 1, 2024.
